Everyone seems to think that waste in government is the result of outright fraud of some kind and generally that isn’t what I’ve observed while working for local government. For the most part, it’s a combination of sheer incompetence and the cost of over-accountability. It takes 9 people to justify and approve the actions of one person and its utterly ridiculous.
